20. Should an arbitrator die or be unable to act, the other arbitrators shall bring the matter to completion. Where the arbitrator is the chair of the council of arbitration, the executive committee shall designate one of the 2 other arbitrators to act as chair.
If the council consists of a single arbitrator, a new arbitrator shall replace him and the dispute shall be reheard.
